The State Duma has registered an updated bill “On Mining in the Russian Federation”. The previous document was withdrawn.
Provisions for registration of mining participants and “amnesty” for miners were excluded from the new bill.
The legal department’s response to the original bill states that creating the registry and temporarily exempting miners from paying income “could incur federal budget costs.”
Otherwise, the text of the new document practically does not differ from the previous one. Mining is defined as an activity that uses Russian information infrastructure facilities and equipment located on the territory of the Russian Federation.
Recall that the draft law “On Mining in the Russian Federation” was submitted to the State Duma at the end of April. It enabled the creation of a special register by the “competent federal body”. It is assumed that both individuals and mining operators must be included in this registry in order to mine cryptocurrencies.
