Costa Rica develops first artificial intelligence bill

A group of deputies from Costa Rica introduced on Tuesday a bill aimed at regulating the use of artificial intelligence in the country and it was fully prepared by the ChatGPT-4 tool.

“Think like a lawyer and legal advisor, use technical language and generates a bill to regulate artificial intelligencetaking into account the Political Constitution of Costa Rica of 1949, ask everything that you have doubts, ”the instruction that lawmakers sent to ChatGPT-4 says.

This was stated by MP from the Party of Christian Social Unity (PUSC) Vanessa Castro.the project is fully developed by artificial intelligence: ChatGPT-4″ and that a congressional committee will now be responsible for reviewing the proposal, interviewing experts, making changes, and determining whether the proposal will go to plenary discussion.

“Artificial intelligence is a subject that we should consider as the future that is already in the present and we have to remember that in 4 months ChatGPT-4 has 150 million users. This means that this is not something that we can stop, but rather use as a tool for the development of people, ”explained MP Castro.

According to the PUSC statement, this the first project in the history of the country developed using artificial intelligence and its primary purpose is “to regulate the development, implementation and use of artificial intelligence in Costa Rica that is human-centric and protects fundamental rights.”

The initiative aims to establish measures to guarantee transparency, confidentiality and data securitypromote research and development of methods and techniques to improve the explanation of artificial intelligence systems.

In addition, the deputies intend to create a register, which will include information about the appointment, functionality, algorithms used and security measures implemented.

The proposal was supported by four more deputies from different political parties.

Not because we are a small country, we should feel that we cannot be destructive. (…) We are taking an important step and opening up a discussion on an issue that is changing the world, the way we do business and will have an impact on the political, economic and social aspects of countries,” Deputy Castro concluded.
