The introduction of a new database system is anything but smooth at the State Security. An accumulation of mistakes leads to employees resorting to classic methods again.

The Belgian State Security has been working on an internal transformation for several years. In this regard, the secret service decided to introduce a new data system. The idea was to move from an umbrella system to multiple linked databases. The older system gradually reached its limits when processing larger amounts of data as well as audio and video files.

This plan is not in the balance for the time being. Anonymous sources within the secret service testified to Het Nieuwsblad that the new system was “unusable”. Bugs accumulate and information is displayed incorrectly. Some of the errors are caused by the automatic extraction of data from existing databases such as the national register. For example, citizens are linked to addresses where they have never lived.

Het Nieuwsblad also writes that the Directorate for State Security was aware of the problems with the new system. After preliminary tests, some employees had warned that chaos would ensue. Management dismissed this as “teething troubles” and decided to continue anyway.

A spokesman for the state security concedes to the Nieuwsblad the problems. “In some specific cases, we have actually found that the new software does not always generate correct data. Measures have been taken to prevent erroneous data from creeping into the information we share. These measures include, among other things, that certain data must be temporarily checked in other, old databases,” the statement said.

Back in time

While waiting for a solution, employees fight with what they have. Some have already left the database behind and returned to ‘classic’ input methods, concludes Het Nieuwsblad. Information is captured and shared via Excel files, email, or even pen and paper.

The press service of the VSSE also informs our editorial team that there are problems with the commissioning of the new system, but limits the seriousness. The IT problems did not affect the day-to-day operations of the State Security. A task force has been set up since June 12 to eliminate the bugs.

The newspaper named Smals as a party involved, but the origin of this information is unknown. State security confirms that several parties were consulted about the project without going into detail.
