US President Joe Biden on Sunday struck deals with Vietnam on semiconductors and minerals, raising the strategic Southeast Asian country’s diplomatic profile to match that of China and Russia.

The United States has been pushing for improved status for months as it views Vietnam as a key country in its strategy to protect global supply chains from risks posed by China.

A half-century after a long and brutal Cold War conflict, Biden arrived in Hanoi for a ceremony organized by the ruling Communist Party that included schoolchildren waving American flags and an honor guard carrying bayonet rifles.

Biden highlighted the progress made in improving ties. “We can trace a 50-year arc of progress between our countries: from conflict to normalization to this new elevated status,” he said.

The partnership with Vietnam is part of the Biden administration’s effort to “demonstrate to our Indo-Pacific partners and the world that the United States is a Pacific nation and that we are here to stay,” Biden told reporters after the meeting in Hanoi.

Vietnam is tossed between frosty relations between Washington and Beijing as it strives to gain a foothold in international competition and become a hub for low-cost manufacturing.

Senior Chinese officials, possibly including President Xi Jinping, are expected to visit Vietnam in the coming days or weeks as Hanoi seeks to maintain good relations with all superpowers, officials and diplomats said.

Biden also said in Hanoi that he discussed stability issues with Xi Jinping’s deputy at the G20 summit.

Communist Party General Secretary Nguyen Phu Trong, 79, commented on the 80-year-old American president’s appearance at party headquarters, saying, “He hasn’t aged a day, and I would say he looks even better” than before.
