According to scientists, crows are trying to understand whether there is any threat to them with these movements. When birds find a dead individual, they start making special sounds to attract attention.

For twenty minutes, many crows gather here, talking among themselves. If people or hawks accompany the dead bird, the crows become angry, some kind of aggression appears in them. Even though they didn’t react to the pigeons at all. Source
