Venezuela’s Attorney General said he has issued an arrest warrant and will request a red alert against former National Assembly member Juan Guaido on charges of embezzling funds from an American subsidiary of PDVSA, cytogoOil.
Guaido has been in the United States since April after his surprise arrival and departure from Bogota, where he had hoped to meet with the international community at a conference organized by Colombian President Gustavo Petro.
“Juan Guaidó used PDVSA resources to finance himself, pay legal expenses and forced PDVSA to accept his refinancing terms,” Attorney General Tarek William Saab said in a statement broadcast on state television.
According to Saab, the prosecutor’s office had previously opened an investigation against the politician for crimes such as treason.
“These decisions cost the country $19 billion in losses and led to the near-total loss of Citgo,” the official added.
The prosecutor said that an arrest warrant for the opponent was requested for crimes betrayal of the country; usurpation of functions; profit or misuse of money, securities or public goods; money laundering and consolidation.
Citgo, the seventh-largest U.S. refiner, is under threat of lawsuits from creditors seeking to collect on years of defaults.
The U.S. District Court in Delaware is expected to approve the sale process and schedule, which could lead to a stock auction as soon as October 23. The process is expected to last at least nine months.
Guaido, a 40-year-old industrial engineer, led an interim government in January 2019 that sought to force the departure of President Nicolas Maduro, who remained in office with the support of the military and allied countries. The opponent was replaced as interim president and head of the opposition legislature at the end of 2022.
