The rapid development of digital technologies in Ukraine, which makes all relations between citizens and the state open and transparent, will allow Ukraine to finally get rid of the old stereotypes that some Western politicians perceive as a corrupt country.
Deputy Minister of Digital Transformation of Ukraine Heorhiy Dubynskyi stated this in Brussels, answering the question of a Ukrinform correspondent at the first meeting of the EU-Ukraine Council under the auspices of the European Social and Economic Committee (EESC).
“Our application ‘Action’ has been identified by USAID, the American Agency for International Development, as one of the tools that allows you to fight corruption. Because it is transparent, digital and convenient. I think the next step will be to create Action tools for civil servants. Ukrainian government official said that all processes will be more efficient, more “We will help make it transparent and accountable,” he said.
“We believe that digital tools will help us finally break the accusation that Ukraine is a corrupt country. Because corruption is based on some opaque schemes. All transactions are recorded and carried out in accordance with the rules if they are transparent. I am convinced: this is the way to do it. With this we continue to work,” Dubinsky added.
He also answered Ukrinform’s clarifying question about how Ukraine maintains a reasonable ratio between rapid digitalization and respect for human rights in order to avoid the creation of a complete system of state control over society, as is especially the case in countries such as Russia. Federation and China.
“There is always a certain struggle around the definition of such a ratio. We use digital technology to help people, not to control them. We have a strong (civil) society, the big tech companies (of the West) support us because we share the same values with them “Therefore, we have no intention of exerting excessive control over our citizens. Instead, we want to give them the tools to control the government. This is a move in both directions. But of course civil society also needs to pay attention to this,” said the Deputy Minister of Digital Transformation of Ukraine.
As reported, digitalization is an important aspect of the economic development of the European Union, together with the implementation of the “green route”. In the digitalization dimension, even in the pre-war period, Ukraine achieved significant success in the introduction of digital technologies to society, Ukraine’s digital application “Diya” was recognized in the EU and many member states.
After the start of the Russian military occupation, it was digital technologies and Ukraine’s experience in cyber defense that helped ensure the stability of state institutions, maintain an effective system of social services, and maintain contact with Ukrainian citizens who were abroad as a result of the Russian occupation. aggression.
