Viktoriya Troshchenko, a member of the National Commission for State Regulation in the Field of Electronic Communications, said this on Ukrainian Radio, Ukrinform reported.

“There was a Presidential decree and an order of the National Security Council that providers of electronic communication services must provide uninterrupted communication for 3 days. For this, they purchase generators, stock fuel for this period, and apply organizational administrative rules to ensure communication. This means refueling the generator “It is a human resource that does the work. At that time, there had to be specific expert teams responsible for transporting these materials to certain points where the service providers’ infrastructure was located.” said Troshchenko.

According to him, since March this year the commission began to check how operators fulfill the requirements and prepare for possible outages.

“When we issued the first performance orders with a certain period in which the supplier had to correct his mistakes, we were very surprised that not everyone complied with it and did not have time to prepare for the next winter to secure a certain number of suppliers. Troshchenko said: “Such critical points identified throughout Ukraine are 8,000.” said.

According to him, there are especially cases where communication operators do not fulfill even half of the state’s requirements.

The expert noted that it will be unlikely to use mobile communications in normal mode during possible power outages, because mobile communications also depend on the power supply.

“Secondly, when the lights go out, the fixed connection is also disconnected, that is, all service users who are at home or at work with Wi-Fi switch to the base station. And the overload of base station users, Troshchenko said, “It seems that it is possible to use a particular mobile service, but there is no connection. “This is because mobile connectivity depends on the number of subscribers connected to the base station,” he said.

Therefore, Troshchenko recommends using informative Telegram channels to follow events in the country. “This application requires less traffic and it will be possible to use it,” the expert said.

“Mobile communication depends on weather, buildings and other factors. It is quite vulnerable. Fixed communication remains more stable. Fixed communication operators – and this is our usual wired Internet – have technologies that require less action to support during outages. There is a technology like PON and today many fixed communications operators have switched to this technology, with less resource usage, it allows to maintain communication for a long enough time in the absence of power supply, in which case for the subscriber Troshchenko concluded: “An ordinary power bank will be enough to stay connected for a long time.”

As reported, Ukrainian power engineers are not planning power outages, but have prepared appropriate schedules in case of serious damage to the infrastructure as a result of shelling.
