China, the world’s largest producer and exporter of graphite, a material used in the production of car batteries including electric cars, will impose controls on its exports.

The report states that export controls on a specific group of graphite products were established to protect China’s national security and interests and do not target any particular country.
Starting in December, graphite exporting companies will have to go through the process of obtaining licenses and permits to trade products made from the material as dual-purpose products that can be used for military purposes.
There are two types of graphite, including synthetic graphite of high purity, high hardness and high density, as well as natural flake graphite and their products.
The Ministry of Commerce said three types of high-precision graphite products are currently under temporary export control and have been included in the new list.
At the same time, the agency lifted temporary controls on five less sensitive graphite products used in major industries such as metallurgy and the chemical industry.
According to Chinese customs, the biggest buyers of graphite from China are Japan, the USA, South Korea and India. China has complex relationships with all of these countries, and the first two also pursue a targeted policy of restricting China’s access to advanced semiconductor technologies and preventing them from entering the Chinese military.
As of August 1, similar restrictions on the export of gallium and germanium, metals critical to the production of microcircuits, came into force in China. The determined restrictions caused a decrease in their exports from China and an increase in prices abroad.
