When asked by dev.ua about the readiness of the state and the regulatory body for the implementation of 5G in Ukraine, Kyivstar said that the state’s preparation consists of allocating new frequency bands for mobile operators.

The standard frequency bands for 5G technology are 3.5 GHz TDD and 700 MHz FDD. Ukraine’s readiness in these ranges can be characterized as follows:

  • 3500 MHz frequency band: This frequency spectrum is designed to increase the bandwidth of the network, which significantly increases the data transfer rate for subscribers. The allocation of the free 400 MHz band, which can be auctioned to three mobile operators, is subject to the approval of the new “Plan on the distribution and use of radio frequency spectrum” by the Council of Ministers (CMU). Ukraine”.
    In the “RCS Plan” for the implementation of 5G technology, 3500 MHz and 700 MHz bands are defined. In addition, the industry regulator, the National Commission for State Regulation in the Field of Communications and Informatics (NKRZI), must prepare the terms of the auction and supervise its conduct.
  • 700 MHz frequency band: This frequency spectrum provides uninterrupted 5G coverage and has minimal impact on data speeds. This series is of particular interest to operators due to its DSS (dynamic spectrum allocation) compatibility, which is suitable for both 5G and 4G enhancements. However, the 700 MHz spectrum is currently used by digital television and military programs, making the possibility of an auction for these frequencies difficult. In order to release this spectrum, a comprehensive transformation process is required, including various measures such as finding conversion funds, conducting electromagnetic compatibility (EMC) studies, determining existing spectrum bands, moving and developing digital television to lower frequencies (470-694 MHz). auction conditions. The starting prices of spectrum lots also need to be approved by the decision of the Council of Ministers.

Therefore, the first stage of the implementation of 5G in Ukraine depends on the approval of the “Plan on the distribution and use of the Ukrainian radio frequency spectrum” and subsequent auctioning of the specified frequencies. Only after completing these steps can mobile operators begin network deployment. The only possible implementation path so far has been limited pilot projects with a limited number of base stations and testing time frames.

Are Ukrainians ready for the launch of 5G?

While the state is solving regulatory and infrastructure issues, the question of whether the population is ready for the introduction of 5G technology remains open.

“Kyivstar” noted that currently the penetration of 5G-supported smartphones among operator subscribers is about 10%, in large cities this figure is slightly higher and reaches about 20%.

This shows that only a small portion of subscribers have the necessary equipment to transition to new technology. This figure is expected to increase over time as subscribers upgrade their devices and 5G technology is increasingly adopted in the country.
