In total, Ortega approved that an unspecified number of Russian troops, ships and aircraft would enter Nicaragua from January 1 to June 30, 2024.

In the case of the United States, Ortega gave his consent to “the entry into national territory, pre-planned and coordinated with the Nicaraguan Army, of personnel of the Armed Forces, ships and aircraft of the United States for the purpose of docking at ports and landing at national airports in order carry out humanitarian aid operations and search missionsrescue and rescue in emergency situations or natural disasters by air, sea and land.”
