According to local media reports, Fuller beat and strangled two women to death: Wendy Nell, 25, and Caroline Pearce, 20, before they were sexually assaulted in two separate attacks in 1987.

However, He was arrested only on December 3, 2020. when new DNA testing identified a relative in a national database and contacted Fuller.

When the photographs and videos were discovered, the British government ordered an investigation to find out how Fuller could commit crimes for so long without arousing suspicion.

It found that “mismanagement, regulatory failures, failure to adhere to standard policies and procedures, and a persistent lack of curiosity contributed to the creation of an environment in which he was able to commit crimes, and do this for 15 years without ever being suspected or caught.”

The investigation found that those responsible for managing the center should “think seriously and carefully about their responsibility for the identified weaknesses and shortcomings,” as reported yesterday by the head of the investigation, Jonathan Michael.

The opportunity to question Fuller’s employment practices was missed. According to investigators, for example, he regularly worked more than what was stipulated in the contract or performed unnecessary tasks at the morgue.

Michael pointed out that Fuller “In a year he came to the morgue 444 times. and it went unnoticed and unaddressed.”
