At the press conference held at the Ukraine-Ukrinform Media Center, Yehor Aushev, expert of the NGO “Institute for Research on Cyber ​​Warfare”, said this when answering the question whether it is possible to ban Telegram in Ukraine.

“This is already a question for the legislature (branches of power), for the Verkhovna Rada, for the deputies, whether this can be banned, whether it should be banned. But it is definitely worth starting to talk about it. We must talk about this issue. From a technical point of view it is possible, from a legal point of view I know it is possible; a discussion is needed,” the expert said.

Aushev expressed the opinion that Telegram is now a de facto legalized “dark network” (a completely anonymous, unregulated and uncontrolled part of the Internet – ed.), through which certain individuals can now distribute information of a different nature, and there is absolutely nothing in it. control over the impact of this information

“A lot of information is distributed in this messenger, mainly showers about our army in various anonymous groups. There is also a lot of child pornography and drug sales. No one can influence this, and this is the problem we all have today,” said the NGO representative.

According to him, experts call on Ukrainian state bodies to pay attention to this and discuss this issue, including the expert community.

Oleksiy Pivtorak, deputy head of the Media Detector Research Center, emphasized that Telegram is not the only messaging tool in the world with which you can collect information and communicate.

“And the world will not collapse if you do not use Telegram. Apparently you can live without Telegram and nothing will be damaged,” Pivtorak thinks.

As reported, Colonel Ivan Pavlenko, head of the Main Directorate of Radio-Electronic Warfare and Cybersecurity of the General Staff of the Armed Forces of Ukraine, advised Ukrainians not to use the Telegram social network.
