Meta spokesperson Andy Stone told Reuters that automated systems that scan images of violence on Facebook and Instagram, owned by the company, are responsible for blocking hashtags, including #bucha and #buchamassacre.

The company also said it was aware of the issue and was trying to quickly unblock posts with the hashtags #Bucha and #BuchaMassacre.
It should be added that human rights organizations fiercely criticized Meta for removing content reflecting the real situation in Ukraine during the war, because it is actually evidence of war crimes that can be seen by people all over the world.
