However, in Ukraine, Russia used paratroopers in missions that were more suitable for heavily armored infantry, so these units suffered heavy losses during the campaign.
The ambiguous results of the paratroopers are likely to reflect a strategic mismanagement of this potential and Russia’s failure to gain an advantage in the air, the report said.
