The quote is in a Justice Department document concluding that the President of the United States will not face any charges for storing classified documents in his home.
The 388-page report said Biden’s memory “was significantly limited.”
He mentions two incidents in particular: a conversation with the ghostwriter who helped him write the book (which is when the secret documents were discovered) and an interview with him by Justice Department officials.
The prosecutor concludes that Biden’s poor memory and advanced age could have convinced any juror that he forgot about the documents or that it was an “innocent mistake.”
