Government agencies impose accessibility requirements as they build or modernize their digital systems. But one in five resources still has adequate or high availability.

Volodymyr Brusilovskyi, Head of the Action Support Project of the United Nations Development Program (UNDP) in Ukraine, said the following during the presentation of the research “How web accessibility has changed in the public sector” at Ukrinform.

“Last year, the government approved a decision on digital accessibility requirements for all government websites, mobile applications, information systems, etc. We are seeing that some government agencies are starting to include the fulfillment of these requirements in their plans and programs to modernize or create their own information systems. However, this “Year, we note that only one-fifth of the existing state web resources in Ukraine have a sufficient or high level of accessibility. It is clear that this is not enough, it needs to be changed,” he said.

Brusilovsky noted that the Ministry of Digital Transformation will continue to conduct training in partnership with UNDP, implement training programs and create separate teams that will help other ministries and government agencies modernize their digital resources and make them as accessible as possible.

“We hope that this year will be a turning point. And the trend towards disability, which was preconditioned in previous years when digital accessibility requirements and standards were approved, will change from evolutionary to comprehensive.” – concluded the expert.

As reported, the state web accessibility standard came into force in Ukraine in 2022. In July 2023, the Council of Ministers adopted resolution No. 757 “Certain problems of the availability of information and communication systems and documents in electronic form”, which obliges all executive authorities to comply with the requirements of the state standard.
