The US tech giant was forced to negotiate with French news publishers after a court upheld the decision in 2020, citing the EU’s 2019 copyright directive.

The company said the penalty was “out of proportion” to the issues raised by the French watchdog and “did not take into account” Google’s efforts to fix the problems.

France has become the first of 27 EU countries to adopt a copyright directive allowing broadcasters and news companies to enter into licensing agreements with online platforms.

The antitrust authority’s decision is the fourth directed against Google for the company’s failure to comply with the EU legal framework, which aims to create “the necessary conditions for balanced negotiations between news agencies, publishers and digital platforms”.
