For a long time, Android apps had to target at least Android 6.0 (Marshmallow). Android 15 increases this minimum requirement.

Experts reviewing the code of the second test version of Android 15 Developer Preview 2 found signs of a new minimum level that Google is working on, but it has not yet definitively fixed it, so it may raise it in the future. The important thing is apps will need to run on at least Android 7.1 (SDK will have version 24, Android 15 will have version 35).

This has been confirmed by Android Police experts. On the device itself, the Google Play Protection prompt blocks the installation, but somehow offers to install the app anyway, which ultimately fails. The installation is blocked by the operating system itself.
