The current warning system was created on the principle of command signal in the conditions of global military conflict in the 70s and 80s of the last century and is focused on providing warning signals only in a special period. Currently such a notification system does not meet modern requirements.

These regulatory documents establish the procedure for informing executive authorities, bodies of local self-government, enterprises, institutions, organizations, governing bodies and civil defense forces and the population about the threat and/or emergence of an emergency; It is also possible to further inform them for the following purposes: taking security measures, ensuring communication in the language of executive authorities and local self-government bodies in the event of the emergence of threats and/or emergency situations and eliminating their consequences, as well as ensuring the functioning of equipment and technical notification means and technical telecommunication means.
