Regarding the movement of people, the ICRC noted that more than 195,000 people were forced to leave their homesespecially in the departments of Nariño (over 43,500), Valle del Cauca (about 28,200) and Cauca (over 17,100).

It is for this reason that the head of the ICRC delegation in Colombia, Lorenzo Caraffi, spoke appeal government of Colombia and the main armed groups in the country to “deliver”humanitarian problems at the center of dialogue peace” and reach agreements in this regard.

“During the negotiations it is possible to accept special agreements to help alleviate the suffering of populations affected by armed conflictsstrengthening the obligations of the parties to the conflict with respect to international humanitarian law,” he added.

In this sense, Caraffi emphasized the need for any agreements reached to be consistent with concrete and positive measures based on the provisions of international humanitarian law, and whose The goal is to protect civilians from armed conflict..

Finally, the ICRC emphasized it is necessary to have a presence in areas most affected by armed conflicts and violence in Colombia to “understand the harsh reality” faced by the affected population. In 2023, the organization provided humanitarian assistance to approximately 150,000 people in Colombia.
