CELAC will seek to identify actions that will force Ecuador to correct the crisis with Mexico.

Acting President of the Community of Latin American and Caribbean States (Celac), Honduras Xiomara Castro, announced this Monday that it will convene a summit of presidents of the regional organization this Friday to resolve the diplomatic crisis between Ecuador and Mexico after Ecuadorian troops attacked the Mexican embassy to remove former Vice President Jorge Glas.

This is one of the issues that Selaka’s foreign ministers will discuss at a meeting on Tuesday the meeting will take place virtually at 10:00 local time in Honduras (1600 GMT), according to the meeting agenda released by Castro.

The summit should “revise the rule of consensus contained in Chapter II of the Manual of Procedures for the Organic Functioning of the Community of Latin American and Caribbean States and the decision-making mechanisms that can be adopted in (the) Selaka in the following forms: simple majority, qualified majority and consensus.” This was stated in a statement by the Troika organization after the conclusion of a virtual meeting convened by Castro on Saturday.

Another issue that the foreign ministers will discuss will be a proposal to the summit of presidents. Selak’s “firm condemnation” of the State of Ecuador for the “illegal entry” of security forces into the Mexican Embassy in Quito, “improper use of force, violating the principle of inviolability of diplomatic headquarters and kidnapping of former Vice President Jorge Glas.”

Foreign ministers are also expected to learn of a proposal to organize a group of up to seven Selaka member countries to define “actions” to demand that the Ecuadorian government “fix” for the forced entry into Mexico’s diplomatic headquarters in Quito last Friday.

The Ecuadorian attack on Mexico’s diplomatic headquarters is “gross violation” the 1961 Vienna Convention on Diplomatic Relations and the 1954 Caracas Asylum Convention, the statement said.

Actions by CELAC member countries should also “reconsider the relevant asylum rules procedure requested by former Vice President Jorge Glas and promote dialogue to normalize relations with Mexico, otherwise “take political positions, whether jointly, bilaterally or multilaterally, to force him to submit,” the document emphasizes.

The crisis between Mexico and Ecuador began last Thursday when the government Daniel Noboa declares Mexican Ambassador Raquel Serur persona non gratain response to comments President Andrés Manuel López Obrador made on Wednesday regarding the assassination of former presidential candidate Fernando Villavicencio and its implications for the election.
