The US Department of Defense cannot force SpaceX to stop servicing Starlink terminals used by Russian invaders on the front lines, for example, by creating a “whitelist” for Ukrainian military terminals.

According to Ukrinform, Deputy Secretary of Defense for Space Policy John Plumb told reporters at the Space Symposium 2024: Defense One.

“I don’t think the Ministry of Defense is in a position to make them do these things, so I’ll just say it. I’m aware of Ukraine’s concerns and I’m working with both Ukraine and Starlink on this,” he said.

According to him, Starlink is a commercial product and Russia is trying to buy it on the “black market” without any problems.

Plumb noted that various organizations’ attempts to acquire and use Starlink are “something we have to accept and understand.”

“I think they’re a great partner,” Plumb said when asked whether SpaceX is doing enough to prevent Starlink from being used by malicious actors.

He emphasized that the Pentagon is working with Ukraine and SpaceX to “provide the services Ukraine needs and prevent Russian forces from using it.”

SpaceX representatives have previously stated that the company does not do any business with Russia and the Starlink service does not work there.
