The draft law is being developed from the end of March 2024. This was announced by Andriy Kovalenko, head of the Center for Countering Disinformation (CCP) affiliated with the National Security Council.

Already today, 200 YouTube channels and 24 TikTok accounts spreading Russian disinformation have been blocked. But there are still dozens of them on the network. For example, the Counter-Disinformation Center had previously published lists of such channels on TikTok and other social networks.

The future draft law envisages the regulation of officially registered mass media, anonymous and public Telegram channels, bloggers on TikTok, YouTube, Meta, X and Viber platforms. People’s Deputy of “Holos” Yaroslav Yurchyshyn added that he, together with his “servants” Nikita Poturaev and Yevgenia Kravchuk, will increase responsibility for Russian propaganda and disinformation contained in the article.

Interestingly, they also plan to include in the discussion the owners of Telegram channels who keep their blogs open without hiding their identities. Some seem “ready for discussion.” Members of the media will also attend.

• The bill will determine which government institutions have the authority to communicate with technological platforms.
• In particular, content moderation, transparency, representative offices, etc. will recommend the adoption in Ukraine of the European Digital Services Act, which provides for a set of requirements for social networks on issues.

The Verkhovna Rada already has a draft law providing for the regulation of social networks. However, according to the source, its provisions do not contradict each other, on the contrary, they complement each other.

As the drafters of the law stated, it seems unlikely that the law will be adopted by the end of the year.
