(Radio France International).- This week Peru approved Supreme Decree in which he defines as mental illness transsexuality and other gender identities. The indicated resolutions bearing the signature of the President Dina Boluarte, updates the basic health insurance plan and the list of insured diseases and interventions. But at the same time, it sparked controversy across the country, with several LGBT rights groups raising their voices in protest.

To fully understand the tensions between the LGBT community and the Peruvian government, we must understand that The executive branch reformed the Compulsory Health Insurance Plan based on the tenth version of the International Statistical Classification of Diseases, known as ICD-10. This is the one that recognizes transsexuality and other gender identities as mental illnesses and which is obsolete in 2022 with the creation of ICD-11, which no longer considers them diseases.

Promoting stigma

Rodrigo Flores, Representative More equality in Peruit encourages even more stigmatization trans collective in the country: “We have received various complaints and news from people who complain that at the workplace, at a colleague or in some institution they are told: “The state says that you are sick, I mean, you’re actually wrong, right? Because the state says you’re crazy“Either you’re upset or you’re upset,” she says.

This indicator includes gender identities such as “pathologies considered insured”, In this way, it can facilitate access to health services for transgender people who have to face many problems related to the national identity document. But for an activist, this only opens the door to acts of discrimination such as conversion therapy.

And opening the door to conversion therapy

“The door is opening for conversion practices and treatments to be conducted and tested. We, as an association, conducted the first preliminary study, now we are launching its second version, where we see that it is already confirmed by data. In other words, there are many reports of people who claim to have been subjected to conversion practices, many of which involve physical and psychological violence, degrading treatmentetc., and in many cases this happens to minors as well,” explains Flores.

Rights groups say the Health Department should have consulted with the groups sooner. This way they would avoid protests which are organized by organizations such as the Colectivo Marcha del Orgullo.

“Right now we are organizing and calling on the entire LGBTI community to fight for human rights, for this May 17which, paradoxically, International Day Against Homophobia, Lesbophobia and Transphobia. Therefore, we urge ourselves to respond to these actions of the Ministry of Health,” says Jorge Apolaya, representative of the Pride March Collective.

LGBT rights organizations are clear on one thing: government must recall and introduce ICD-11 earlier. In the meantime, they will continue to attend marches with their heads held high and with pride.
