The rules aim to ensure European companies gain a foothold in key greening sectors such as batteries, photovoltaic panels or Wind turbinesand sets the goal that by 2030 the EU will cover own production 40% consumption of clean technologies and that in 2040 it will be responsible for 15% of world production these technologies.

When tenders concern renewable energy sources, States will have to apply criteria environmental sustainability and contribution to energy integration, up to at least 30% of the volume auctioned each year.
In addition, there are plans to create academies over the next three years that will train 100,000 workers in these technologies.
