5G in Ukraine: Where and when will the next generation of communications start and why does martial law affect it?

At the end of May 2024, 5G communications were launched for the first time in Ukraine. This was a test; The Kiev office of the Vodafone operator, the Nokia office in Helsinki and the Promprilad innovation center in Ivano-Frankivsk called. “Everything works,” said Mykhailo Fedorov, head of the Ministry of Digital Affairs.

Now 5G communication works in more than 90 countries of the world. The EU plans to cover the territory of all cities and main roads with a modern communications format by 2025.

We decided to ask the Ministry of Statistics how and when the government plans to introduce this technology. Also how exactly Ukraine is developing 5G and the concerns this causes – read all about this in the material 24 Channels.

What is 5G?

5G is the penultimate generation of mobile communications. Next up is 6G, which is currently available and tested in only a few countries. The previous communication format, 4G, is still widely used in Ukraine.

After the generations that occurred in the 1980s – 2010s, the fifth generation of communication emerges from 2019. It has a download speed of up to 10 Gigabits per second. The sixth generation is expected to be rolled out in the second half of the 2020s and will deliver much faster download speeds of up to 1 Terabit per second.

The first visible step towards the development of 5G took place on May 17, 2019. Later Petro Poroshenko signed Decree on the implementation of the fifth generation mobile communications system in Ukraine.

Today, on World Radio Day, we face a historic event: recognizing that 5G communications will be operational in most EU countries by 2020, I am signing today a presidential decree that will clearly define the timetable for the launch of fifth-generation communications in 2020. in Ukraine. The 5G standard means new opportunities for people, the IT sector, the government, income for the state budget and new investments in Ukraine. And most importantly: Ukraine is definitely not left behind; In the last 5 years, Ukraine has been among the leaders. We must do everything to make the 5G standard operational in Ukraine in 2020.
Poroshenko wrote on his Twitter at the time.

This happened a year after the launch of 4G in Ukraine.

Shortly thereafter, newly elected President Volodymyr Zelensky took up the 5G baton. In July 2019, the Mexican investor met with Peter Foyo, Chief Executive Officer of Principle Standard Group. The specialization of this company is telephone and telecommunications services, which are “relevant in the context of the development of mobile communications in Ukraine and preparation for the launch of 5G.”

In August 2021, the State Agency for Special Communications announced a study on the possibility of joint use of 5G frequencies by “private subscribers” and mobile operators.

The introduction of 5G in Ukraine will make it possible to free up the available frequency resource and avoid communication problems, since the speed of the fifth generation Internet is at least twice as high as 4G. In addition, 5G will enable the application of Smart City technologies in cities, but also in medicine, road safety, etc. It is called the Internet of Things, which provides wide application opportunities in various fields.
– was announced in the service at that time.

But the matter did not go further until the all-out invasion of Russia. Only in October 2021, the 5G Laboratory “test zone of 5G communications”, a joint project of the Ministry of Digital Affairs, Vodafone Ukraine, Huawei Ukraine and UNIT.City, was launched at the Kiev technology campus UNIT.City.

Mykhailo Fedorov, head of the Digital Ministry, announced the pilot launch of 5G in September 2023. In an interview with Forbes in February this year, Fedorov said that the active implementation of 5G in Ukraine was hindered by the war, because other priorities arose. Additionally, additional challenges related to the redistribution of frequencies were an obstacle. At the same time, the minister once again announced the pilot launch plan in 2024.

We hope to pilot 5G in 2024. At least locally. All-out war affects the frequencies we need. So it may not work, but it’s worth a try.
Fedorov said.

The testing was successfully carried out in May, when a 5G connection was established between Ivano-Frankivsk Promprilad, the Vodafone Kiev office and the Nokia office in Helsinki during the Action Forum 2024 organized by the Aspen Institute Kiev on the territory of the Promprilad innovation center in Ivano-Frankivsk.

5G was able to transfer audio and images without delay, ensuring synchronicity of performance. In these locations, participants whose phones and tablets supported 5G were able to connect and test the technology open to their user devices. Prior to this, technical tests regarding network operation were carried out,

In addition to Deputy Prime Minister Mykhailo Fedorov, Finnish Minister of Foreign Trade and Development Wille Tavio from Helsinki, who recently visited Ukraine, and Nokia Mobile Networks President Tommy Vitto were also present at the 5G telemost.

The possibilities of 5G were demonstrated at the forum: Two music groups, 600 kilometers away from each other, performed simultaneously. According to Vodafone, this is the Eclectic Sound Orchestra playing on the roof of the Vodafone office in Kiev, and the female vocal group Spivochi on the Prompriladu stage in Ivano-Frankivsk.

The Ministry of Digital Affairs plans not only to rebuild the destroyed infrastructure and repair the network, but also to modernize it and launch new technologies.

“Therefore, we do not plan to postpone the launch of the 5G pilot for a long time and are grateful to our partners for promoting the spread of the technology in Ukraine,” the ministry said in a statement. said. To 24 Channels.

Currently, Ministry of Digital is in the process of preparing for the launch because we still need to work on the technical details. Since the full implementation of 5G technology is possible only after the end of martial law, a working group consisting of NKEK Ministry of Digital Affairs teams and mobile operators is working on the pilot launch of the fifth generation mobile communications,
– They say it is in the Ministry of Statistics.

Currently, the Ministry of Digital Transformation is working on the following tasks:

  • Legislative changes for the implementation of 5G;
  • Development of a strategy for the development of the field of electronic communications until 2030;
  • Proposal at the legislative level to promote conditions for the deployment of electronic communications networks, in particular to improve the quality of mobile and fixed communications services.

In the near future, the Ministry of Digital Affairs is considering the possibility of launching a 5G pilot in some cities of Ukraine. However, a full nationwide launch is out of the question – this requires scientific research to obtain permission from the General Staff to launch the technology. All this can only be done after martial law ends.
