The iPhone or iPad being updated must be signed in with the same Apple ID as the Apple Dev program.

iOS 17.6 Developer Preview Beta

Starting with iOS/iPadOS 16.4 Developer Preview Beta 1, you must enroll in the Developer Program to install the Developer Preview. Registered users will then be able to access the update via Settings > Software Update on their iPhone or iPad.

This requirement applies to future versions of iOS and iPadOS, as configuration profiles will no longer provide access to developer previews and public betas.
