Deputy Minister for Multilateral Affairs and Human Rights of Mexico, Joel Antonio Hernandezcalled this Thursday for “strict adherence to the inter-American legal framework” and to avoid “the use of force at all costs,” citing attack on the Mexican embassy in Ecuador which led to a breakdown in relations between both countries.

“Never again will there be an illegal attack on the embassy”never attacks diplomatic envoys again“Never again will a protected person be kidnapped, never again will violence be the solution to anything,” Hernandez said in his speech at the first session of the 54th General Assembly of the Organization of American States (OAS), currently underway in the Paraguayan city of Luque.

Hernandez, who leads Mexico’s representation at the continental conclave, defended that “all integration is based on assumptions and principles that are or should be inviolable,” such as trust, keeping one’s promises and strict adherence to the inter-American legal framework.

In addition, he pointed out as an “imperative” the peaceful settlement of disputes that may arise between States and the obligations of “avoid the use of force at all costs in a manner inconsistent with the principles of the United Nations and the OAS.

“If in the 21st century there are states in this region that are not fully convinced and cannot comply with these minimum agreements, we must not only condemn and denounce their actions, but also demand accountability,” he added.

Last April, President of Ecuador Daniel Noboaordered an attack on the Mexican embassy in Quito in order to arrest Jorge Glas, the former vice president of Rafael Correa (2007-2017), who was granted asylum by the Mexican government a few hours ago.

This event caused a severance of diplomatic ties between both countries.

On the other hand, the diplomat stressed that Mexican Leticia Bonifas is seeking appointment in this General Assembly as a judge of the Inter-American Court of Human Rights (IDH Court), as “the only woman candidate” in these elections.

He also highlighted the role of the OAS mission in the elections last June in his country and the resolution approved at the inter-American meeting in favor of Haiti.

The head of the delegation also expressed Mexico’s “unwavering” commitment to security and said it was important for his country that migration be “safe, dignified and orderly.”
