Let us recall that the National Center for Operational and Technical Management of Electronic Communication Networks (NCU) of Ukraine previously imposed an obligation on mobile operators to equip base stations with autonomous backup power.
At the same time, they do not plan to stop there and have already outlined the following goals for the near future in order to ensure continuous communication for Ukrainians:
By October 1, 2024, 60% of base stations must have backup power.
By November 1, 2024: Increase to 70%.
By December 1, 2024: reach 80%.
By January 31, 2025: Reach 100%.
Also until September 1, 2024 All mobile operator networks must be connected to generators with fuel or battery reserves to operate for 72 hoursNodes of emergency dispatch services must comply with the same rules.
By December 1, 2024, at least 25% of operator networks must be equipped with generators and operate during outages, while the remaining networks must operate on batteries for at least 10 hours.

Compliance with these requirements will be closely monitored.
Mobile operators are obliged to report quarterly Before the National Commission, which carries out state regulation in the field of provision of communications, radio frequency resources and postal services (NKRZI) with verification of compliance with the requirements of the legislation.
A number of supporting measures have been put in place to encourage compliance with legislation:
Decision No. 352: It allows operators to ask oblenergo to upgrade networks to base stations for faster battery charging.
Uninterruptible power supply: A list of critical facilities requiring uninterrupted power supply has been agreed upon and will be transferred to Oblenergo.
Booking of repair teams: Efforts are being made to reserve the necessary repair teams to be exempt from military service.
Customs and VAT exemption: The Parliament passed the law on the removal of customs duties and VAT on battery and generator imports.
The Ministry of Digitization noted that soon the “Action” application will allow users to report communication problems even in offline mode, with information updates once the connection is reestablished.
