He criticized the electoral body for not disclosing the results of polling stations, which he called a “serious violation,” adding that The vote “cannot be considered democratic.”
In its statement, it said Venezuela’s electoral process failed to meet international standards of electoral integrity at any of the relevant stages and violated numerous provisions of its own national legislation.
He noted that it developed in conditions of restrictions on freedoms to the detriment of political figures, civil society organizations and the media.
Venezuela’s CNE was biased in favor of the ruling party.

The Carter Center explained that the voter roll update was carried out with numerous shortcomings: a very tight deadline, relatively few registration locations, and a minimal public information and dissemination campaign.

The campaigns were designed to benefit the Venezuelan government.

He explained that, despite this, Venezuelan citizens mobilized en masse and peacefully to vote on July 28. Election day was held in a civilized manner, despite restrictions on access to polling stations for national observers.
“At a limited number of polling stations visited, the Carter Center’s observation teams tested the willingness of Venezuelan citizens to participate in the democratic electoral process and demonstrate their civic commitment as table members, party witnesses, and observers.
“These efforts have been undermined by the CNE’s lack of transparency in disseminating the results,” he said.
