French justice Telegram founder Pavel Durov has been chargedon charges ranging from money laundering to complicity in distributing images of pedophiles, and agreed to his release under police supervision and bail of 5 million euros.

After taking his testimony in Paris, the investigating judges ordered his indictment on all the charges brought against him during the investigation, which numbered a dozen.

“He is placed under judicial supervision with the obligation to post bail of 5 million euros, report to the police twice a week and be prohibited from leaving French territory,” said the top French prosecutor, Laure Becquho.

The charges against 39-year-old Durov were brought after provisionally detained for four days (the legal maximum given the charges he was being tried for) following his arrest at the private Le Bourget airport, near Paris, last Saturday.

The list of crimes attributed to him includes complicity in the management of an online platform that enables illegal operations by organized gangs, complicity in fraud and human trafficking.

Added to this, among other accusations, is the alleged responsibility of a Russian-born billionaire for the distribution on Telegram materials of sexual abuse of minors.

He is also accused of failing to cooperate with the justice system by providing data and information about possible criminal activities and charges related to the operation and encryption of Telegram.

The French prosecutor’s office explained that Telegram, created in 2013, had been involved in numerous cases concerning various violations (such as child pornography, online hate speech and drug trafficking) and that the company had “an almost complete lack of response” to judicial requests.

He added that the investigation that led to the arrest of Pavel Durov was previously opened in February 2024 and various French agencies fighting cybercrime, organised crime and fraud have consistently taken part.

“Following consultation, other French investigative services and prosecutors, as well as various Eurojust partners, in particular the Belgian ones, shared the same observations,” the French prosecutor’s office said.

Durov, who in addition to Russian also holds French and United Arab Emirates (UAE) citizenship, lives in Dubai, where Telegram’s headquarters are located.

Following the arrest of its founder and CEO on Saturday, Telegram released a statement assuring that the platform “complies with EU laws, including the Digital Services Act,” and that “its moderation is in line with industry standards and is constantly being improved.”

Pavel Durov has nothing to hide, he often travels around Europe. It is absurd that the platform or its owner is responsible for abuses on their platform.

In addition to the charges in this case, it was also revealed on Wednesday that he is also under investigation. alleged violence committed against one of his children in Paris.
