On September 18, the head of the subcommittee on the development of the digital industry, Serhii Shtepa, announced this on the “Servant of the People” Telegram channel.
The bill was submitted to support the decision of the Commander-in-Chief of Ukraine, which should encourage operators to ensure uninterrupted communication for Ukrainians during power outages.
How will they do this?
The proposed bill envisages tougher measures, including increasing the number of unscheduled inspections of telecommunications operators and imposing higher fines for non-compliance with NKRZI requirements.
Serhiy Stepa stressed that some mobile operators are in no hurry to solve the problem and do not have enough generators to maintain communication during outages.
We must force operators to comply with the Commander-in-Chief’s directives and ensure communication even when there is no electricity. I hope the bill becomes law as soon as possible
– said Stepa.
Let us recall that earlier the President of Ukraine Volodymyr Zelenskyi initiated measures to stabilize mobile communications during power outages. In accordance with this initiative, the State Service for Special Communications and Information Protection of Ukraine imposed an obligation on mobile operators to maintain the operation of their networks for 10 hours during planned or emergency power outages until February 1, 2025.
Additionally, by July 1, 2025, at least 75% of base stations must provide four hours of mobile communication during power outages.
Meanwhile, Kyivstar recently responded to the request for 10 hours of uninterrupted network operation. The head of Ukraine’s largest operator noted that this is a very difficult task from a technical point of view, but from the second quarter of 2025, Kyivstar will provide autonomous operation of 30% of the network within 6 hours.
