Shreya Life Sciences has a lucrative trade in advanced AI chips with Russia. From April to August this year, 1,111 servers would be installed by Dell Technologies Inc. shipped to Russia. Bloomberg News knows this after analyzing data from ImportGenius and NBD.
These are Dell PowerEdge XE9680 servers with high-end H100 AI processors from Nvidia. The total value of the deliveries is said to be around $300 million. Nvidia’s servers and powerful chips are subject to strict export regulations in the USA and Europe. For example, selling to China is out of the question, but Russia is also not allowed to import Western chips. The rules must prevent the powerful servers from being used for military purposes.
Dell, Nvidia and AMD adhere to the export rules, but less Western-oriented third countries try to circumvent them. However, trading with Russia is not illegal in India. Shreya Life Sciences imports the servers through Malaysia and then sells them to Russian dealers. That’s why India has been on the radar of Western governments for some time. Despite attempts to stop exports to Russia, India continues to do so due to geopolitical and economic advantages.
Since the invasion of Ukraine, Russia no longer has access to modern Western chips. However, (AI) hardware is relevant for all types of research, including military applications. At the moment, Russia seems to be reasonably successful in obtaining banned material via detours.
