If your iCloud notes don’t appear on your iPhone, iPad, or Apple Vision Pro, follow the steps below.

1. Open the Settings app and tap your name.

2. Tap iCloud, then tap Notes.

In another new support document, Apple recommends that iPhone, iPad, and Vision Pro users who receive an “Operation Cannot Be Performed” error when trying to accept the updated iCloud terms of service should update iOS, iPadOS, or VisionOS to the latest version and try again.
