This week Microsoft released the Patch Tuesday update for November 2024. For Windows 10 we have KB5046613, KB5046615, KB5046612, KB5046665 and for Windows 11 we have KB5046617, KB5046633.
The Windows 11 update fixes an annoying bug in Task Manager that incorrectly displayed the number of background processes and counted Windows processes as zero. Meanwhile, the Windows 10 update fixes a bug that prevented non-admin users from launching certain apps like Teams, Quick Assist, and more.
In addition to Patch Tuesday, as is often the case, Microsoft also released new dynamic updates for WinRE (Windows Recovery Environment), also known as Secure Operating System Updates and Tuning Updates. There are a lot of updates this time, as there are updates for all versions of Windows 11, namely 24H2, 23H2 and 22H2.
First we have the binary installation update:

This update improves the Windows recovery environment in Windows 11 version 22H2 and Windows 11 version 23H2.
For those who don’t know, these dynamic update packages are designed to be applied to existing Windows images before they are deployed. In the Techcommunity blog post about Windows 10 Dynamic Updates, Microsoft explained Dynamic Updates in more detail regarding its various components and uses. These packages include fixes for Setup.exe binaries, SafeOS updates for Windows Recovery Environment, and more:
When a Windows 10 feature update is launched from or from media connected to Windows Update, dynamic update is one of the first steps. The Windows 10 installation consults a Microsoft-hosted Internet address to obtain dynamic update content and then applies those updates to the operating system installation media.
Retrieved content includes:
- Update the setup : Patching installation binaries or files that the installation uses to update features.
- Secure operating system update : “secure operating system” fix used to update Windows Recovery Environment (WinRE).
In addition to these updates, the dynamic update will also preserve Language Pack (LP) and Features on Demand (FODs) content during the update process. This is not an update for LP and FOD, but a refetch to ensure the user has these items when the update is complete.
