The UN Security Council recently approved a historic proposal put forward by Mexico and the Gambia, with the support of 99 countries, for an international convention aimed at preventing and punishing crimes against humanity.

The resolution, adopted by the Sixth Committee of the UN General Assembly, marks a milestone in international law and calls for a conference of plenipotentiaries to be held in 2028.

The purpose of this international agreement is to create a stronger legal framework to combat these crimes, which still constitute one of the greatest insults to humanity.

The process, which was difficult and lasted several months of negotiations, culminated in a global consensus involving countries from all continents.

The resolution is a response to a recommendation by the International Law Commission (ILC) in 2019, which called on the UN General Assembly to take action in this regard.

The proposal by Mexico, which has taken the lead along with Gambia, underscores the urgent need to end impunity associated with crimes against humanity and create a more effective and accessible international justice system.

Mexico, which has been a champion of multilateralism and international justice, stresses the urgency of closing the 75-year gap in international law regarding crimes against humanity.

In a statement, the Ministry of Foreign Affairs (SRE) emphasized that the adopted resolution represents not only legal progress, but also a confirmation of the United Nations’ ability to respond to global challenges through multilateral diplomacy.

The convention, which will be negotiated in the coming years, will address critical issues such as the criminal liability of perpetrators of crimes against humanity and the preventive measures that must be implemented at the global level to prevent the continuation of such atrocities.

In particular, the plenipotentiary conference, which will take place between 2028 and 2029, will mark the beginning of a formal process to determine the details of this international agreement, which could change the way these crimes are combated on the global stage.
