The Republican did not provide details on how he wants to end the war, but Kellogg has drawn up a plan that would make arms supplies to Ukraine conditional on that country’s President Vladimir Zelensky agreeing to talks with Russian President Vladimir Putin.

“America comes first, Russia and Ukraine come second”

The plan, called “America First, Russia and Ukraine Second,” was written by Kellogg and former national security adviser Fred Fleitz; released in April by the think tank America First Policy Institute and shared with Trump.

In that report, they declared that the war had reached a “stalemate” and said that “future U.S. military assistance will require Ukraine to participate in peace negotiations with Russia.”
