Details of the cyber attack

According to Stefanishyna, the attack was targeted and aimed to disrupt the functioning of the state’s critical infrastructure. He emphasized that all traces point to the Russian origin of the attack. Criminals sought to destabilize key systems that are part of the national infrastructure.

Stefanishyna noted that attempts to access databases and possible interference in their working mechanisms were recorded.

Consequences of the attack

As a result of the cyber attack, at least three main records that are critical for citizens and businesses were damaged and temporarily suspended:

  • State registration of actions regarding the civil status of citizens – this register contains information about births, marriages, divorces and deaths of citizens of Ukraine;
  • Unified state registration of legal entities and individual entrepreneurs – an important tool for doing business, allowing you to check the status of businesses and entrepreneurs;
  • State registry of rights to immovable property and their restrictions – a database showing title to real estate and existing encumbrances such as mortgages.

Response and rescue measures

Stefanishyna stated that efforts to combat cyber attacks and repair systems are continuing. The team, consisting of experts from the Ministry of Justice and specialist cyber protection services, is working intensively.

According to him, access to the three records in question will be restored on a priority basis. This process is expected to take approximately two weeks.

Initial recovery time is approximately two weeks. Once fully recovered, a comprehensive analysis of the attack will be carried out together with the relevant authorities to strengthen protection against similar intrusions in the future.

Experts have already begun analyzing the nature of the attack to identify vulnerabilities and ways to protect against similar incidents in the future. According to preliminary estimates, the attackers tried to gain unauthorized access to databases and disrupt their work by interfering with the architecture of government records.

The Ministry of Justice said it would review security measures to strengthen registries’ resilience against such threats.

The cyber attack on government records caused public outrage. Cyber ​​security experts emphasize that government records of the incident show that the cyber protection system needs to be improved.
