He said this in an interview with the Financial Times, as reported by Ukrinform.
“My recommendation would be to create a highly acceptable special administrative region for Taiwan. It probably won’t make everyone happy,” said Musk.
He also added that the agreement between China and Taiwan could be “softer” than, in his view, the agreement between the PRC and Hong Kong.

As Ukrinform reported, on October 3, Elon Musk posted a poll on his Twitter page in which he outlined his stance on resolving the Crimea issue, in particular by offering to accept Russia’s terms on Crimea. More than 60 percent of those who voted for the billionaire’s proposal rejected it.
