How to stay in touch in a critical situation – expert advice

During power outages, it’s important to stay in touch with family and friends, as well as with emergency services.

As reported by Ukrinform, the State Private Communications and Information Protection Service published the relevant recommendations on Facebook.

The State Special Communications Service recommends minimizing the use of mobile communications:

  • always use fixed communication networks, if there is such an opportunity – by the way, some shelters are equipped with a Wi-Fi network;
  • if possible, give up video and give preference to text formats;
  • prefer text messages to calls and video calls;
  • minimize all conversations, because right now it is possible that someone is trying to use the network to call rescuers or an ambulance;
  • set traffic limit in app settings, lowest resolution in YouTube video settings;
  • turn off automatic download of media files in messengers:
  • Messenger settings → Data & storage or Media files → Turn off “Background downloading” / Turn off “Media auto-download” in “Over mobile network”
  • use national roaming if your carrier’s network is not working;
  • download all the necessary information to the memory of the smartphone or write it on a piece of paper.

In addition, the State Special Communications Service advises:

Subscribe to channels and accounts in social service networks that provide assistance, including in a particular region: State Emergency Service, state and local authorities, etc.

Pre-install radio messengers on the phone to stay in touch in case of network loss. The operating range of such applications depends on the Bluetooth generation and signal interference (up to 60-100 m)

Agree to use the same app to keep in touch with your neighbors, for example: Bridgefy (Android, iOS).

The department also gave advice on how to act in cases where mobile internet does not work.

As reported by Ukrinform, objects of Ukraine’s energy infrastructure were damaged as a result of the massive Russian missile attack, all regions are experiencing emergency shutdowns.
