The sum of all these factors caused production to drop significantly.

However, and as we can read in MacRumors, all these problems seem to be on the way to a definitive solution, given that the authorities have eased the restrictions and Foxconn would solve the problems with the workers. Although the process of restoring full-scale production is complex, completion is expected by the end of this month. This, although we will have to wait for it, should translate into improved global availability of the iPhone 14 Pro and Pro Max.
