The Armed Forces of Ukraine adopted the automatic combat control system “Dzvin-AS”. This was announced by the Minister of Defense of Ukraine Oleksiy Reznikov. The automation system of the Operational Control Center became operational on 6 December. The Ukrainian military is extremely interested in this strategic level system and has been waiting for its full deployment for a long time.

This system successfully passed departmental tests in the spring of 2022, and then state tests. All official procedures have now been completed, the system has officially entered the ranks and will work in the interests of the Armed Forces. Then, the General Staff will take the decisions regarding the scaling parameters of this automatic control system.

At the same time, at the end of November, People’s Deputy Yaroslav Yurchyshyn reported that detectives of the National Anti-Corruption Bureau of Ukraine were investigating criminal prosecutions related to the conduct of research and development work of “Dzvin-AS”.

According to the people’s deputy, the Anti-Corruption Bureau is investigating “a number of articles of the penal code” committed during the conduct of work in the Dzvin-AS DKR: embezzlement of particularly large amounts, careless attitude to military service, abuse of power, including by military persons.

Yurchyshyn stressed that the deployment of the system revealed in the NABU investigation in the army “could have deadly consequences at the most critical moment of the war”. Equipment with the army’s automatic control system was disclosed by researchers of the Bihus Info program. According to the journalistic investigation, the Ministry of Defense spent 4 years 600 million hryvnia for this system.

At the same time, the Association of Manufacturers of Armaments and Military Equipment of Ukraine denied information on the results of research and development work “DZVIN-AS” published by Bihus Info.

In the critical growth conditions in modern warfare, the role of the spatio-temporal factor at all levels and sections of the military chain, the use of weapons to shorten the reaction time to emerging threats becomes important. One of the main options for solving the problem by experts is automation, which also has the ability to resist promising threats.

According to experts, the problem of creating suitable automated systems is due to the multifaceted nature of the existing tasks and related conditions, which are already beyond the possibility of being covered by one person or even a group of people. The development of the Ukrainian automatic system “Dzvin AS” began in 2017 and was supposed to be completed in 2019.

“Dzvin AS” (manufactured by the company “Everest”) is a fundamental part of the unified automatic control system of the Armed Forces. A highly integrated, automated command and control system of combat actions at the strategic, operational and partly tactical (“brigade”) level provides:

• creating combat control documents in semi-automatic and automatic modes;
• creating and tracking cartographic information;
• receive comprehensive data on their own troops;
• obtaining available intelligence;
• obtaining data on the enemy’s troops, their current and future support;
• calculates the ratio of forces and means, the optimality of their use in various scenarios.

In 2019, the General Staff of the Armed Forces of Ukraine for the first time demonstrated the state of work in the field of creation and implementation of automatic control systems. A mobile version of the “Dzvin AS” was also created, which was deployed at the location of the General Staff within the field control post of the operational level.
