Changing the pace of work and plans
Diya had plans for the development and implementation of new services since the beginning of the year, but on February 24, everything changed dramatically. First, it was necessary to urgently limit some important functions when creating new ones, and then redo the entire speed of work.
When we sat down to work on February 25th, we definitely realized that we have less time than usual, because people need solutions to their problems, they need help right now, not in a week, a month, or six months from now. Accordingly, that period was perhaps the most difficult, because every day was important, – Says Mstislav Banik, head of development of electronic services at the Ministry of Digital Transformation.
The team had to quickly create a new development plan that corresponded to the realities of the war. Digitization has become an important tool, and in some cases the only connection felt by people in the occupied territories with Ukraine.
It has certainly helped that the Diya mobile application has long become one of the main tools of every Ukrainian. It was constantly evolving, packed with services and functions, and was the optimal choice in many scenarios of interaction with the government.
The war showed that offline may not exist physically. TsNAP may be destroyed, the territory may be occupied, and services may not be available at all. And then the mobile application may be the only way of any communication with a person, the delivery of documents and services to him. This has drastically changed the approaches and assessment of this aspect, as it has become a mandatory component from an option. Banik recorded.

New services and functions Actions
He was the first to appear in Diya. is a documentbecame a necessary service for many Ukrainians after documents were lost and records were closed. This is the simplest document that contains all the necessary information about a citizen and, if there are no other documents, allows him to be identified. In fact, it is the temporary replacement of the passport that helps to maintain interaction with the state and receive the necessary services.
Diya immediately caught an opportunity donate About the Armed Forces and the needs of the military or volunteers. Every Ukrainian can open the application on a smartphone and transfer a certain amount of money to the army without additional verification of details, accounts and data reliability. Everything has already been done by Diya team.
The appearance was unexpected for many Ukrainians Television and radio in Diya. The function was a response to Russian attacks on city infrastructure, as a result of which Ukrainians were denied access to television and radio broadcasts. In addition, people who were in shelters on the subway or elsewhere and did not have access to TV but had the opportunity to connect to the internet had the opportunity to follow the common telethon.
They are new to Ukrainians Survey in Diya. With their help, the state was able to obtain information about public opinion.
We’ve come a long way in this direction from the interesting option of a survey to a very reliable e-democracy tool where you can really ask a lot of people’s opinions. said Banik.
Among the new services that Ukrainians see on their smartphones in 2022 are:
Assistance – Opportunity to receive government assistance for IDPs, hired workers and FOP,
eEnemy is a chatbot for reporting enemy activity.
Military bonds – Opportunity to buy military bonds on Diya,
Business is an opportunity to get help starting your own business.
Destroyed property – the ability to document damage or destruction to property due to war and obtain assistance or compensation.
Active development of international action
An important development direction after Russia’s full-scale invasion of Ukraine was the opportunity for Ukrainians abroad to use the Action. After all, many citizens left the country to escape the war, not all of them could take their documents with them, and many had only digital versions of their passports.
Therefore, cooperation with international partners has become one of the main tasks of 2022. Everything had to be done qualitatively and quickly. This has led to further promotion of the development and adoption of digital documents abroad among Ukrainians.
We have many cases where representatives from other countries come and are interested in how Diya works, how it is organised. For example, next year Estonia will launch an app similar to Action. We are happy to share our experience with other countries, – said Mstislav Banik.
As of today, Ukrainians can use Action in many European countries. At Diya they can issue digital documents and get assistance, present a digital passport and receive a range of other services.
In addition, Ukraine is not only independently developing in the direction of digitalization, but also helping the rest of the world in this. If previously developed European countries used Estonia’s experience, today Ukraine is the leading leader in digitalization, and Estonia is already turning to Ukraine for experience, taking into account its successful examples.
Of course, after many Ukrainian refugees went abroad and demonstrated the relevance of electronic solutions and electronic documents, demand from Western countries not only increased significantly, Ban has been added.

Conclusion
The year 2022 has shown once again that Ukrainians are strong, stable and able to quickly adapt to the demands of the time, even when there are explosions and gunfire outside the window and the neighboring country is a bloody terrorist who wants to destroy you. Perhaps digitization did not continue to evolve according to the planned plan at the end of 2021, but this difficult time has forced important decisions to be made that will accelerate progress after Ukraine’s victory.
