The threat of cyber-attacks from the Russian Federation to both Ukrainian systems and European partners remains high, because the Russian concept of hybrid warfare involves the use of all kinds of influence on the country.
Yuriy Shchygol, head of the State Special Communications and Information Protection Service of Ukraine, emphasized this at a press conference at the Ukraine-Ukrinform Media Center.
“We repel between 5 and 40 high-level strong DDoS attacks every day. We stopped and blocked 395 such attacks in December. Moreover, in December alone, the system recorded 170,000 attempts to exploit vulnerabilities in government information sources we protect and informed consumers. In 2022, the government’s computer emergency response team noted that CERT-UA recorded 2,194 such cyber incidents. A quarter of these were referred to the government and local authorities. In addition, the most attacked sectors include energy, security and defense, telecoms and developers, finance and logistics.
In particular, the State Special Communications Service also investigates incidents in the private sector – here alone there are about 200-300 cyber incidents a day, and they are mostly investigated in a semi-automatic mode.
The most common practice used by Russian military hackers in Ukraine is to distribute malware that steals credentials or destroys information systems.
“Such attacks account for more than a quarter of all attacks and can be a component of more complex and powerful operations. To prepare such attacks, hackers abuse the public’s trust in the security industry and engage in self-defense, using issues related to protecting citizens’ lives and health and critical infrastructure. hides,” he said.
