24 Channels remembers that it all started with a license and now, thanks to Action, Ukrainians have access to 14 documents and more than 23 services, surveys and other ways of interacting with the state. All this is available directly on the smartphone, without the need to contact government agencies for more. 18.7 million users.
The action is constantly evolving, developing and being replenished. Ukraine became the first state in the world where a digital passport has the same legal force as a physical document. Ukraine’s “state on a smartphone” has drawn attention abroad, and even Estonia, the world’s most digitized country today, is embracing Ukraine’s experience.

Effective fight against corruption
Designed as a convenient tool for interacting with the state, the application also aimed to fight corruption. The real anti-corruption and economic impact of providing online services for 2020-2021 in Diya: 16.3 billion hryvnia.
The time the government earns thanks to automation is approximately 20.5 thousand man-hours. Potential anti-corruption and economic impact of providing online services for 2020-2021: 48 billion hryvnia and about 58.6 thousand man-hours.
Proper Diya is a proper country
Mstislav Banik, head of electronic services development at the Ministry of Digital Transformation, talked about how Diya started, what goals the team set for 2023 and what he was most proud of during the 3 years working on the project.
From the very beginning of the establishment of the Ministry of Digital Affairs, the main aim was to create the most suitable country in terms of receiving services. With the President’s initiative to digitize government services, Diya, a services ecosystem that makes all processes transparent and facilitates the lives of millions of people, has emerged.
Action is a service that helps, not blocks. So a person can interact with the state in a few clicks and spend his own time on what he really likes.
We launched the Diya app 3 years ago and have been working on hundreds of projects simultaneously all this time. And at the center of all services there is always one person, each of you.
Action team goals for 2023
With the onset of large-scale warfare, the team focused on launching relevant social services during martial law. In 2023, priorities have not changed and the team continues to work on vital services, although they believe in the fastest victory.
In addition to social services, studies are also carried out on this issue. dozens of new servicesespecially:
car customs clearance,
electronic notary,
Services for legal entities in Diya,
Documents related to education in the application,
by restarting the registration of the place of residence.
What services await Ukrainians in the coming months?
The following services will be available in Diya app very soon:
court decisions,
revoke an eligible user,
criminal record
and a marriage application on the portal.
The world is interested in the Ukrainian experience
The Ministry of Statistics has had a close relationship with its Estonian colleagues since it was founded 3 years ago. Estonia’s digitization experience is a great example and inspiration for us. We revised. Implemented best practices and approaches. For this reason, it is extremely valuable for us that Estonia is the first country to implement an application based on Diya’s code and design.
Within the scope of the World Economic Forum, an Estonian mobile application was presented together with our Estonian colleagues. mriik. During the collaboration, the Action team shared application code and UX/UI design approaches.
The Estonian mRiik app will be available for testers from February. A full launch is planned for the middle of this year. It will make communication with the government and access to services much easier.
The action, which changes the perspective and expectations of the citizens on public services, also changes the civil servants. The old system, bureaucracy and papers no longer work. And we are confident that mRiik will also change digital services in Estonia. The Ukrainian product is becoming interesting for export and we will do everything possible to help as many countries as possible get government services quickly and easily.

3 years of success: What the Diya team is most proud of
Mstislav Banik states that as of today, almost all of the most popular and major government services that people need in their lifetime have been recreated in Diya.
The team is proud that Ukraine is the first country in the world where a digital passport in action has the same power as its paper or plastic counterpart. We are the fourth company in Europe to hold a digital driver’s license. And that’s considering other countries have been building digital states for 20 years or more. Ukraine reached its peak in 3 years. In 2021, the EU was one of the first countries in the world to officially recognize Ukrainian COVID certificates in the Diya application.
Now Ukrainians can automatically receive services without authorization, open accounts and open bank accounts in 5 minutes. And all this in a few clicks, without queues and photocopies. Almost 8,000 partners have already integrated Diya services. With just a few clicks, you can share copies of digital documents when checking into a hotel, entering a university, or picking up an evacuated car.
Also received Ukrainian rights and a technical passport of the European model, international encoding used in the EU, USA and Canada. This is another step towards Diya’s international integration. Launched the world’s fastest business registration. With your passport and electronic signature, you can become an entrepreneur in 10 minutes without leaving your home.
Ukraine helps digitize the world
Mstislav Banik emphasizes that the purpose of creating Action is to make Ukraine the most suitable country in the world for citizens and businesses to receive services. Without going through corruption, paperwork, queues and offices of the authorities, a suitable service has been built, and now the Ukrainian experience is interesting for foreign partners.
Now Ukraine not only adopts the experience of other countries, but also shares its own experience. We are already experiencing Diya’s first export case. Estonia, the most digital country, together with our team created the mRiik status app based on Our Action.
As of today, 8,000 partners have integrated Diya’s services as it is available. So now Ukrainians can share copies of digital documents with a few clicks when checking into a hotel, entering a university, and other conditions. The Ukrainian experience turned out to be unique, but we are ready to share it with the world.
