The State Duma, the lower house of Russia’s parliament, on Wednesday approved a bill that suspends Moscow’s participation in the New Strategic Arms Reduction Treaty (START), one day after Russian President Vladimir Putin announced the decision and sent the relevant document to the agency.

The legislation provides that the decision to resume its role in the treaty with the United States must be made by the president, and emphasizes that Washington “deliberately fails to fulfill its obligations under the contract” regarding bilateral inspections of the nuclear arsenal.

Also, Kremlin spokesman Dmitry Peskov stressed that the reaction of Western countries to Moscow’s decision “does not give grounds to hope for any readiness for dialogue or negotiations”, This was reported by the Russian news agency Interfax. “We are seeing the first reactions. They are quite consolidated among the representatives of the collective West,” he assured.

Putin announced on Tuesday the suspension of the new START, which was extended in 2021 for a period of five years. The agreement is aimed at limit the deployment of intercontinental nuclear weapons by both sides, allow each other frequent reviews of each other’s programs and allow Washington and Moscow to deploy up to 700 intercontinental ballistic missiles and 1,550 nuclear warheads on these missiles.

If the treaty is terminated or expires without renewal, the nuclear arsenals of the world’s two largest nuclear powers will have no restrictions for the first time since the 1970s, at the height of the Cold War, and neither side could control the other’s arsenal.

The Russian government stressed on Wednesday that information exchange The Strategic Arms Reduction (START) treaties have also been suspended in line with a decision announced on Tuesday by Russian President Vladimir Putin.

“All this has been suspended. All exchanges of information, all elements of the agreement relating to verification activities, do not apply, taking into account the announcement of the suspension and the expected legislative implementation of the decision, ”explained Deputy Foreign Minister of Russia Sergey Ryabkov.

He also noted that Moscow does not exclude the possibility of the US withdrawing from START after Russia’s decision. “I don’t exclude anything.. They have already withdrawn from many agreements before,” he said, according to the Russian news agency Interfax.

“It’s not easy to predict what they might do now, but Washington’s behavior model does not inspire optimism.”he pointed out, explaining at the same time that Russia would now consider the nuclear potential of Great Britain and France as a “single fist” along with the American one.

Putin announced on Tuesday the suspension of New START, the latest pact signed with the United States on nuclear arms reduction and control, and stressed that Russia “It should be ready to conduct nuclear tests if the United States conducts them first.”
