Today, the European Council finally adopted the framework legislation for the implementation of the European Union’s program for the creation of a secure satellite communication system for the period 2023-2027.

As reported by Ukrinform, such information was published on the website of the Council of Europe today.

“The program defines the European Union’s objectives in the deployment of the EU satellite group called IRIS (Satellite Resilience, Connectivity and Security Infrastructure). IRIS will provide an ultra-fast (low latency) and well-secured communications service to be established by 2027. Security of such communications It will be based on modern encryption technologies, including quantum encryption, a method that uses quantum mechanics to protect and transmit data in a way that cannot be compromised.”

As noted, governments of European countries will be able to use this space-based communications system to solve missions in critical infrastructure protection, surveillance, support or rescue operations for EU missions abroad, and other areas. The new communication system should increase the stability and sovereignty of the European Union.

The new communication system will be an important step towards the implementation of the EU strategy to create a global communication system and will cover not only Europe but also other parts of the world, for example the Arctic and African countries.

IRIS will be able to maintain fast and reliable communication even when ground communication systems are damaged, for example, due to natural disasters, acts of terrorism or cyber attacks.

The new project will be integrated with existing space observation systems as well as other EU space programs such as Galileo (satellite navigation), Copernicus (Earth surface observation). IRIS will be created on the basis of the EU Government Satellite Communication System (GOVSATCOM), which is also part of the European Union’s space program.

The total budget of the new project will be 2.4 billion Euros and some of these funds will come from the existing space programs, Horizon Europe programs and the International Cooperation and Neighborhood Development Instrument – “Global Europe – NDICI”.

As reported, the European Commission first presented the concept of the development of a secure satellite communication system on 15 February 2022 and was subsequently agreed upon in the European Council and the European Parliament.

Today’s decision of the European Council completes the legal process for the adoption of regulatory rules for the practical implementation of this communication programme.
