Russian Deputy Foreign Minister Sergei Ryabkov warned today that the risk of nuclear conflict in the world is currently the highest in decades, referring to tensions with the West over Russia’s military campaign in Ukraine.

As part of the Valdai Discussion Club, Ryabkov assured that the risk of nuclear conflict “is the greatest in decades,” although Russia continues to assert that “the world must be free and protected from the nuclear threat.”

The Russian diplomat acknowledged that Russia is now “de facto in open conflict with the United States,” which he accused of being “virtually” part of the conflict in Ukraine.

For this reason, Russia cannot behave “as before” and the direct consequence is the suspension of the last valid nuclear disarmament treaty between Russia and the United States, START III or New START.

In turn, he considered that the possibility of Moscow returning to compliance with START-3, the application of which was suspended by Russian President Vladimir Putin last month, was completely devoid of “political sense.”

“Before, it was necessary to negotiate, now it is impossible. From a legal point of view, the treaty has been completely suspended by us,” he stressed, adding that when evaluating the future treaty, which expires in 2026, Moscow will take into account the “joint arsenal” of the United States, Great Britain and France.

Ryabkov stressed that there are currently “no points of contact” between the two sides and that the only condition on the negotiating table is for Washington to reverse the “hostile course” it has taken towards Russia since 2010.

In his opinion, the “completely unprecedented” level of hostility from the United States, the escalation of the conflict in Ukraine and the all-out hybrid war against his country “dramatically changed the security situation” for Russia.

In turn, he recalled that the presidents of Russia, Vladimir Putin and China, Xi Jinping, declared the day before in a joint statement that “there can be no winners in a nuclear war,” therefore, “it should never be unleashed.”

In a document adopted as part of Xi’s state visit, the leaders called on the five countries that signed the joint declaration on preventing nuclear war and arms races (US, Russia, China, France and Britain) to follow its key tenets.

This includes “effectively reducing the risk of nuclear war and any armed conflict between nuclear-weapon states”.

In November 2022, both countries were going to resume a strategic dialogue in Cairo, but Russia at the last moment decided to postpone it indefinitely due to Washington’s “unwillingness” to take into account Russian priorities.

The United States has suspended arms control dialogue following Russia’s military intervention in Ukraine.


Moscow, in turn, informed Washington in August of its decision to ban U.S. “on-the-spot” inspections of its nuclear weapons arsenal, citing difficulties in doing the same in the U.S. due to Western sanctions related to permits for overflight and concession of visas to Russian officials. .

In February 2021, Putin and his American counterpart Joe Biden extended for five years the last active nuclear disarmament treaty between the two powers, which was signed in 2010.
