The Ecuadorian government has allowed civilians to keep and carry weapons, Andean Nation President Guillermo Lasso said in a message to the nation, citing rising crime and insecurity in the country.

Lasso, a 67-year-old former conservative banker, has struggled with rise in crime and violence on the streets and in prisons that the government attributes to drug gangs. Hundreds of prisoners have died in recent months in prison fights.

The embattled president also faces a possible impeachment on charges of embezzlement, which he dismissed after the Supreme Court gave the green light to a hearing.

We have a common enemy: crime, drugs spreading and organized crime,” Lasso said Saturday night in a message to the nation.

“We are going to fight them with three new urgent measures: we have changed the decree allowing possession and bearing arms. In general terms (…) the possession and carrying of weapons for civilian use is permitted self defensein accordance with the requirements of the law and by-laws,” he explained, without going into details.

Civilians will also be allowed to wear and use pepper spray for self-defense, added Lasso.

The President also declared a state of emergency in Guayaquil, a port city on the Pacific Ocean, and in the neighboring cities of Durán and Samborondon, as well as in the provinces of Santa Elena and Los Rios. The measure, which took effect on Sunday, includes curfew from 1 am to 5 am.
